Fort Bend County Recycling Center and Household Hazardous Waste (Blume Road)

1200 Blume Rd, Rosenberg, TX 77471

Accepts
Latex paint, oil-based paints and stains, paint thinners and strippers, aerosol products, household cleaners and chemicals, pesticides, pool chemicals, gasoline and other flammable liquids, fluorescent tubes, mercury items, motor oil, oil filters, antifreeze and non-alkaline batteries.
Who can use it
Fort Bend County residents only (the county says "residential use only"). Business, commercial and agricultural waste is not accepted. Only PaintCare's listing says you need proof of residency; the county's pages don't say what to bring.
Hours
Hazardous waste and paint: Mondays, 9 a.m. to 6 p.m., and the first Saturday of each month, 8 a.m. to 2 p.m. The recycling center itself is open Monday, Tuesday and Thursday to Saturday, 8 a.m. to 4 p.m. Closed Wednesdays, Sundays and county holidays. If a holiday lands on a hazardous waste Monday, the county takes it on Tuesday instead; if it lands on the first Saturday, the second Saturday is used.
Load limits
Counted by calendar year: your first 14 gallons cost $1 per gallon, and every gallon after that costs $5. The fee is based on container size, not how much is left inside. The county does not take propane tanks, gas cylinders, fire extinguishers, explosives or ammunition. PaintCare's listing says no empty, dry or leaking paint cans.
Fees
Latex and oil-based paint: $1 per gallon for gallons 1 to 14 in a calendar year, then $5 per gallon from the 15th gallon. The fee table also shows $1 per pound under a "non-residents" heading. The fee page says you can pay by cash, check or credit card (no debit), and PaintCare's listing says cards have been taken since May 27, 2025. The center's main page still says cash or check only, with no credit or debit cards. Bring cash or a check to be safe.

The county's hazardous waste notice says Mondays run to 6 p.m. But the center's main page says that since January 1, 2022, the center closes at 4 p.m. on Mondays, and its contact page lists 8 a.m. to 4 p.m. Call 281-633-7581 before you plan a visit after 4 p.m. 2026 closures still ahead: November 26 to 28 (Thanksgiving) and December 24 to 26 (Christmas). It is not a trash dump.

Which option fits your Rosenberg cleanout?4
Rosenberg rules and tips5
THE LOCAL ANSWER

Take paint to the Fort Bend County Recycling Center at 1200 Blume Rd. on a Monday (9 a.m. to 6 p.m.) or the first Saturday of the month (8 a.m. to 2 p.m.). It costs $1 per gallon for your first 14 gallons each year, then $5 per gallon. It's for Fort Bend County residents only; PaintCare's listing says to bring proof of residency.

Rosenberg, Texas, is home to Fort Bend County's only year-round household hazardous waste drop-off, on Blume Road. Any Fort Bend County household can bring paint there on Mondays or the first Saturday of the month, for $1 a gallon. This is a different system from Houston's. City of Houston and Harris County sites are for their own residents.

Only two paint days a week, at most

The recycling center is open five days a week, but paint and other hazardous waste are taken only on Mondays, 9 a.m. to 6 p.m., and the first Saturday of each month, 8 a.m. to 2 p.m. Tuesday, Thursday, Friday and other Saturdays are for recycling only. It's closed Wednesdays and Sundays.

You pay by container size, not by what's left

The county charges $1 per gallon for the first 14 gallons you bring in a calendar year, then $5 per gallon after that. A one-gallon can that's half full still counts as a gallon. If you have many nearly empty cans, let the small amounts dry at home first (see the TCEQ tip below) so you don't pay for air.

Holidays move the paint day

If a county holiday falls on a hazardous waste Monday, the county takes it on Tuesday instead. If it falls on the first Saturday, it moves to the second Saturday. The center is closed November 26 to 28 and December 24 to 26, 2026.

Rosenberg's trash page says nothing about paint

GFL Environmental collects Rosenberg trash and recycling (832-271-5187 for missed pickups and carts). The city's trash page doesn't mention paint at all, so don't count on the cart for liquid paint. Take it to Blume Road, or dry out nearly empty cans first. Service and billing questions go to City Customer Service at 832-595-3400.

Sugar Land has its own event, Rosenberg doesn't

TCEQ's county list shows two Fort Bend options: the Blume Road site for all county residents, and a Sugar Land event set for October 24, 2026, for current Sugar Land residents only. Rosenberg, Richmond and the rest of the county use Blume Road. Sugar Land's own page also sends its residents there.

Free pickup programs and other options

Texas has no PaintCare program, so paint stores don't take old paint back. In Fort Bend County, the Blume Road center is the only year-round public drop-off, and it doesn't take business, commercial or farm waste. Houston's city sites need City of Houston residency. TCEQ calls latex paint generally nonhazardous. TCEQ says a can less than a quarter full can be left open in a well-ventilated place to dry for a few days, then thrown away. You can also give good paint to friends or neighbors.

Keep each product in its original container with the lid tight. Don't mix products. Pack cans in boxes with dividers and put a leaking can inside a bigger container. Bring cash or a check, and something showing your Fort Bend County address (PaintCare's listing says proof of residency is required). Count your gallons by can size so you know the fee.

Rosenberg questions5
Where can I drop off paint in Rosenberg?

At the Fort Bend County Recycling Center, 1200 Blume Rd., on Mondays from 9 a.m. to 6 p.m. or the first Saturday of the month from 8 a.m. to 2 p.m.

How much does it cost?

$1 per gallon for the first 14 gallons you bring in a calendar year, then $5 per gallon. The county charges by container size, not by how much paint is left.

Can I bring paint on a Tuesday or Thursday?

No. Those days are for recycling only. Paint and other hazardous waste are taken on Mondays and the first Saturday of the month.

Can my painting company use the Blume Road site?

No. The county says business, commercial and agricultural waste is not accepted.

Can I throw latex paint in the trash?

Dry it out first. TCEQ says a can less than a quarter full can be left open to dry for a few days, and then the dry can can go in the trash. Rosenberg's trash page doesn't cover paint, so take fuller cans to Blume Road.

Sources and how we checked12

Checked October 16, 2026: Fort Bend County's Recycling Center/HHW main page (hours, residential use only, 2026 closures), its hazardous waste hours notice (Mondays 9-6, first Saturday 8-2, holiday shifts), the accepted material and fee table, contact and packing pages, the City of Rosenberg trash page (GFL), the City of Sugar Land solid waste page, TCEQ's HHW page and county contact list (dated 9/22/2026), and PaintCare's listing for the Blume Road site. Unresolved: the county's pages disagree on payment (fee page says cash, check or credit card, and PaintCare says cards since May 27, 2025; main page says cash or check only), and the main page says the center closes at 4 p.m. on Mondays (effective January 1, 2022) while the hazardous waste notice says 6 p.m. Only PaintCare says proof of residency is required. TCEQ's list shows Blume Road as the only ongoing drop-off in Fort Bend County. The fee table's $1 per pound line is labeled "non-residents" but the center says residents only. The county doesn't say what proof of residency it takes. We found no Rosenberg city paint program and no paint reuse shelf.

Checked October 16, 2026 against these sources, not by phone. How we research.
