Start with these

City of Houston Environmental Service Center – South

11500 S. Post Oak Rd., Houston, TX 77035

Accepts
Latex and oil-based paint, stains and thinners, plus aerosols, solvents, varnishes and other household chemicals.
Who can use it
Houston residents. Bring a Texas ID plus a current Houston utility bill or lease with the same address.
Hours
Tuesday, Wednesday, Friday and Saturday, 8 a.m.–5 p.m. Closed Sunday, Monday and Thursday.
Load limits
Up to 25 gallons of paint and 25 gallons of stains and thinners per visit. Aerosols and other chemicals: 100 pounds total per visit. Nothing in bags.
Fees
No fee is listed on the city's page.

The city's proof-of-address rule (ID plus a matching utility bill or lease) is written for bulk and tree waste, but bring both papers anyway. Not for people outside Houston city limits.

City of Houston Environmental Service Center – North

Houston residents with a Texas ID and a matching Houston utility bill or lease.

Open one day a month. If you miss it, use the South center on S. Post Oak.

Westpark Consumer Recycling Center (latex paint only)

5900 Westpark, Houston, TX 77057

Accepts
Latex paint, as part of its batteries-oil-paint-antifreeze collection. No oil-based paint and no household chemicals.
Who can use it
City of Houston residents. A Texas ID is enough for recycling drop-off.
Hours
Tuesday–Saturday, 8 a.m.–5 p.m. Arrive at least 30 minutes before closing.
Load limits
The city's page lists no latex amount. PaintCare's listing for this site says 10 gallons per person per month. You can use the center up to four times a month (once a week).
Fees
No fee is listed on the city's page.

Oil-based paint is on the city's not-accepted list here. Take it to an Environmental Service Center instead.

Harris County Household Hazardous Waste Facility

6900 Hahl Rd., Houston, TX 77040

Accepts
Latex and oil-based paint, varnish, thinners and aerosols (no Freon or mace).
Who can use it
Harris County residents who live outside Houston city limits (no City of Houston water, trash or taxes). Home waste only; no businesses, schools, churches or nonprofits.
Hours
By appointment only: Tuesdays and Wednesdays 9 a.m.–3 p.m., and 2nd and 4th Saturdays 9 a.m.–2 p.m. Closed the weeks of Thanksgiving, Christmas and New Year's.
Load limits
The county calls it a 30-gallon limit, but its wording also says the number of 1- and 5-gallon containers together can't pass 30. Quarts and pints don't count. Containers 5 gallons or smaller. No empty cans or dried latex.
Fees
No fee is listed on the county pages we read.

A Houston mailing address does not make you a City of Houston resident. Enter at Hahl Road, near 290 and Gessner. Call 346-286-4294 for weather closures.

    A maximum of 10 gallons, per person, per month. This is a drive-through facility. Pre-sort and package recyclables in a one-way container such as a cardboard box, that does not have to be returned. Place all items to be dropped off in the trunk of your car. Keep windows rolled up and have your ID ready to show if dropping off electronics or BOPA items. Open your trunk. SWM employee will remove the pre-sorted container and close your trunk.

THE LOCAL ANSWER

If you live in the City of Houston, take paint to the Environmental Service Center at 11500 S. Post Oak Rd. (Tuesday, Wednesday, Friday or Saturday, 8–5), up to 25 gallons. For latex only, Westpark at 5900 Westpark is open Tuesday to Saturday. Outside city limits, book Harris County's Hahl Road facility.

Houston has no free paint-store take-back. If you live inside city limits, take paint to the Environmental Service Center on S. Post Oak Road, or take latex only to the Westpark recycling center. If you live outside city limits, you probably use Harris County's site instead.

Check which side of the city line you're on

Many unincorporated areas have Houston mailing addresses. If you don't get City of Houston water and trash service, the city centers aren't for you. Book Harris County's facility on Hahl Road instead.

Latex only? Try Westpark

Westpark, at 5900 Westpark off US-59 between Chimney Rock and Fountain View, takes latex paint Tuesday to Saturday. It does not take oil-based paint or household chemicals. You can go up to four times a month.

The North center opens one day a month

The Neches Street center on the north side opens only on the second Thursday, 9 a.m. to 3 p.m. Most people should plan on the South center, open four days a week.

Bring two papers with the same address

The city asks for a Texas ID and a current Houston utility bill or lease. The addresses must match. A new move-in may need the lease.

The Reuse Warehouse won't take paint

The city's Reuse Warehouse at 9003 N. Main gives away building materials, but its rules say no paint or solvents. Don't bring cans there.

Free pickup programs and other options

Texas has no PaintCare program, so stores that sell paint don't have to take it back. Give usable paint to a neighbor, school or church group. For small amounts of latex, the state says a can less than a quarter full can be dried with the lid off and then trashed.

Getting your paint ready

Keep paint in its original, closed cans. Box like items together; Houston won't take bagged materials. Put the boxes in your trunk or SUV so staff can reach them.

Can I take oil-based paint to Westpark?

No. Westpark lists oil-based paint as not accepted. Use the South center on S. Post Oak, or the North center on its monthly day.

How much paint can I bring to the Environmental Service Center?

Up to 25 gallons of paint, plus up to 25 gallons of stain and thinner, per visit.

I live in Spring or Cypress. Can I use the city centers?

Only if you get City of Houston services. Most people in unincorporated Harris County use the county facility on Hahl Road, by appointment.

Can a painting contractor use these sites?

Harris County refuses business waste. Houston's centers are set up for residents, so a business should ask the city before going.

Can I put dried latex in my Houston trash?

The Houston pages we read don't say. The state's guide says dried paint in a can can go in the trash. Harris County won't take dried latex at all.
