Living in East Wenatchee doesn't mean you can use the Chelan household program.

Chelan's site asks for ID showing you live in Chelan County. East Wenatchee sends its residents to Douglas County. Check where you live before assuming a Wenatchee-area address lets you use Chelan's site.
The latex limit is 50 gallons per visit, so you're under it. Each can must not leak and be five gallons or smaller. The latex rule doesn't say how much oil paint you can bring.
Chelan puts good latex on a free reuse shelf. Tell the staff your paint may still be usable. A regular transfer station won't do this; the county site checks whether it can be reused.
Chelan County residents can use the Highway 97A site with ID. It's free for households; the $10 donation is optional. You can bring up to 50 gallons of latex per visit, with no container over five gallons.
Chelan County's site north of Wenatchee takes latex and oil paint all year. Which county you live in matters if you're coming from across the river.
The county asks households to show they live in Chelan County. East Wenatchee is in a different county, so check which program is yours before you drive.
For latex only, the county also names Stan's Merry Mart at 733 S. Wenatchee Avenue. Call the store about drop-off. If you also have solvents or spray paint, use the county site.
Small businesses can ask for a paid appointment. Free household drop-off doesn't replace business approval.
