Bellingham's city paint page explains how to dry latex for the garbage. But Whatcom's current drop-off page also takes liquid latex. If your paint can still be recycled, recycle it. Drying it isn't your only choice.

The city says to take collected paint-stripping wash water to Disposal of Toxics, never into streets or storm drains. Tell the site how much you have and what's in it first. Taking paint cans doesn't mean it takes any amount of wash water.
Take household liquid latex, oil paint and solvents to Disposal of Toxics at 3505 Airport Drive. PaintCare lists a 15-gallon limit per visit. It won't take dried latex or empty cans. Tuesday hours are changing, so call before a Tuesday trip.
