1030 US-82 W, New Boston, TX
The 2026 WM brochure gives the address as 1030 US-82 West. The city’s FAQ describes the landfill as west of New Boston on U.S. 82, just east of I-30, and gives the phone number 903-628-6595. The FAQ mentions only a water bill as proof of residency, while the 2026 brochure asks for the latest water bill and a driver’s license; bring both. TCEQ’s September 2026 list of household hazardous waste programs has no entry for this landfill or for Texarkana.
Stir in kitty litter until the paint is solid, or let a nearly empty can dry with the lid off. Bag the dry cans and put them inside your trash cart. That was the city’s advice in its 2013 guide (no newer city paint advice was found), and WM asks that everything fit in the cart with the lid closed.
There’s no listed public drop-off for Texarkana, and paint is barred from bulk pickup and recycling. Call the city at 903-798-3900 or WM at 903-794-4111 and ask what to do before you throw anything out.
Set furniture and appliances out for the monthly bulk week, up to four cubic yards, by 7 a.m. Monday. Pull the paint out of the pile, because WM won’t take it. Dry the latex for your trash cart.
Bring your latest water bill and a driver’s license with the same address, and cover the load to avoid a fee. Call the New Boston Landfill at 903-628-6595 to ask whether it will take dried paint cans.
Dry latex paint with kitty litter or another absorbent and put it in your trash cart. That advice comes from the city’s 2013 sustainability guide, the newest city paint advice we found; no current city page covers paint, so call the city at 903-798-3900 if you want to be sure. Don’t set paint out for WM’s monthly bulk pickup or put it in the recycling cart, because both lists exclude it. For oil-based paint, call the city at 903-798-3900 or WM at 903-794-4111, since no public drop-off is listed for Texarkana.
Texarkana, Texas has no household hazardous waste drop-off or collection day listed, and WM, the city’s trash hauler, won’t take paint in carts or monthly bulk pickup. The newest city paint advice we found is in a 2013 guide, which said to dry latex paint and throw it away. Oil-based paint has no local public option in the sources we checked. Texas has no PaintCare program. This guide covers Texarkana, Texas; Texarkana, Arkansas is a separate city.
The city’s archived 2013 sustainability guide said that, at the time, Texarkana “does not have a drop off location for Household Hazardous Waste.” Its paint line said to dry latex paint with an absorbent such as kitty litter and put it in the trash, or donate it. No current city page repeats or updates that advice, so treat it as old guidance, not a current rule. The 2023 recycling guide, made by both Texarkanas, doesn’t list any paint option. TCEQ’s September 2026 list of Texas programs has no entry for Texarkana.
WM collects up to four cubic yards of bulk items once a month; set them out by 7 a.m. Monday of your bulk week. The city’s bulk page and WM’s 2026 brochure both list paint as not accepted, along with batteries, motor oil, gasoline and tires. The recycling cart also refuses paint, household cleaners and garden chemicals.
Keep Texarkana Beautiful and the city put out roll-offs for the Spring Clean-Up on April 11, 2026 and the Fall Sweep on Sept. 26, 2026. Both are over. Reports on both events said paint was not allowed in the roll-off containers, so don’t plan on a cleanup day for paint.
Texarkana, Texas residents can take household waste free to the New Boston Landfill, 1030 US-82 West. Bring your latest water bill and a driver’s license with the same address. Commercial waste and uncovered loads cost extra. No source says whether the landfill takes dried paint, so ask at 903-628-6595.
Arkansas DEQ’s list of household hazardous waste collection centers names none in Texarkana, Arkansas. The joint 2023 guide gives Texarkana, Arkansas’s number, 870-779-4971, but lists no paint drop-off in either city.
Texas has no PaintCare program, and PaintCare’s locator data has no non-program listings for Texarkana in either state. Give usable paint to friends, relatives or neighbors, as TCEQ suggests. The Habitat for Humanity of Texarkana ReStore, 3632 New Boston Rd., is open Tuesday–Saturday, 10 a.m.–6 p.m., but its page doesn’t say whether it takes paint; call 903-306-2589 first. The 2023 guide lists Texarkana Water Utilities, 4000 S. State Line, for motor oil (no commercial oil or filters, and no other car fluids); it doesn’t list paint there. Painting businesses can’t use the landfill’s free disposal: WM’s brochure says commercial and industrial waste costs a fee. For other questions, the city lists Public Works at 903-798-3948.

For a can less than a quarter full, TCEQ says to take the lid off and let it dry in a place with good airflow; it takes a few days. For fuller cans, stir in kitty litter or another absorbent until the paint is solid, as the city’s 2013 guide advised. Bag the dried cans and put them in the trash cart. WM asks that all trash be bagged and fit inside the cart with the lid closed. Carts go out by 7 a.m. on pickup day.
Full preparation checklist →No public drop-off is listed. The city’s 2013 guide said to dry latex paint with an absorbent and put it in the trash. No current city page covers paint. For oil-based paint, call the city at 903-798-3900 or WM at 903-794-4111.

October 17, 2026: read the City of Texarkana, Texas Solid Waste, Waste Collection & Recycling, Bulk Waste Collection and Waste & Recycling FAQ pages; WM’s 2026 trash, recycling and bulk brochure (PDF); the joint Texarkana Recycling Guide 2023 and the city’s archived 2013 Sustainability Guide; KTAL reports on the April 11 and Sept. 26, 2026 cleanups; TCEQ’s household hazardous waste page and September 2026 county list; Arkansas DEQ’s list of collection centers; and the Habitat for Humanity of Texarkana ReStore page. PaintCare’s locator data has no Texarkana sites in either state. The facts genuinely run thin here: no current city page addresses paint directly, the dry-latex advice comes from the 2013 guide (archived, and labeled as old guidance on this page), and no public option for oil-based paint was found. Unresolved: whether the New Boston Landfill takes dried paint, its hours, whether the ReStore takes paint, and whether any 2027 collection event is planned. The 2013 guide’s paint phone number is printed incompletely, so it isn’t used. Peer review on October 17, 2026 removed unsourced county wording and general advice about private hazardous waste companies.
