City of Dickinson Solid Waste Baler Building (scale) and City Landfill

3389 Energy Drive, Dickinson, ND 58601

Accepts
The Baler Building is the city’s transfer station for household trash, and it recycles vehicle and equipment batteries and tires. The city’s solid waste pages and code don’t mention paint at all.
Who can use it
The city code says the city or its contractor collects and disposes of all household and commercial trash in town, but residents may haul their own waste if they follow the code. Saturday Baler hours are for residents only.
Hours
Baler Building: Monday–Friday 7 a.m.–5 p.m. (no commercial loads after 4 p.m.); 1st and 3rd Saturdays 8 a.m.–4 p.m., residential only. City Landfill: Monday–Friday 7 a.m.–3:30 p.m.; all vehicles must arrive at the Baler scale by 3:30 p.m.; closed weekends. No separate winter hours are posted. The city has closed the landfill to loose materials on windy days (for example, October 15, 2024).
Load limits
No published paint rule, either for liquid paint or for dried cans. The city code bans batteries and tires from garbage containers and from the landfill, requires white goods to be separated, and requires loads that won’t spill, leak or blow off.
Fees
The only rate sheet posted is for collection service: $21 a month for a single-family home, $10.50 for an extra container, and a commercial schedule (2025). Self-haul tipping fees are not posted on the city’s solid waste page.

Call Public Works at 701-456-7979 before bringing any paint, wet or dried, because the city doesn’t say whether either is accepted. The address is the Baler Building, where the scale is; the landfill itself is a separate site the code places in Section 17, Township 139 North, Range 95 West.

City of Bismarck Household Hazardous Waste and Electronics Recycling Center (at the Bismarck landfill)

2111 N 52nd St, Bismarck, ND 58501

Accepts
Latex and oil-based paint, paint thinners and removers, roof coatings, aerosols, solvents, pesticides and other household chemicals. A free Re-Use Room at the same site gives away paint, stain, cleaners and other products in good condition.
Who can use it
The city takes household hazardous waste from residents and non-residents (non-residents pay). A valid ID is required. Business waste is not accepted.
Hours
Monday–Friday 7 a.m.–3 p.m.; 1st and 3rd Saturdays of each month 9 a.m.–2 p.m. Unload at Door #8 after stopping at the scale house. (The landfill itself is open Monday–Saturday 6 a.m.–4 p.m.)
Load limits
No container over 5 gallons and no drums. Keep products in their original containers with lids closed and upright; the city asks you to line a box with a plastic trash bag and carry them in it. No business or commercial hazardous waste, medical waste, explosives or radioactive material.
Fees
Free for Bismarck residents living within city limits. Non-residents pay by the pound (effective January 1, 2026): latex paint $1.83 a pound, oil-based paint or stain $2.43 a pound, flammables including solvents and aerosols $3.35 a pound. Prices can change without notice.

The phone number is Bismarck’s Public Works line; press option 3 for Solid Waste. The city can reject any waste.

Dickinson rules and tips5
THE LOCAL ANSWER

Call Dickinson Public Works at 701-456-7979 before you bring paint to the Baler Building, 3389 Energy Drive, because the city doesn’t publish a paint rule. For oil-based paint, Bismarck’s household hazardous waste center (2111 N 52nd St) takes it from non-residents at $2.43 a pound and latex at $1.83 a pound. Better still, give usable paint away; North Dakota DEQ suggests sharing leftovers with neighbors or donating them.

Dickinson, North Dakota (Stark County) runs its own Solid Waste Baler Building on Energy Drive and a city landfill, but none of the city’s pages or its solid waste code say anything about paint. North Dakota has no PaintCare program, and the state’s list of community household hazardous waste collections (Bismarck, Fargo, Grand Forks, Minot, West Fargo) doesn’t include Dickinson. Bismarck’s program takes household hazardous waste from non-residents for a fee by the pound.

The city is silent on paint

Dickinson’s Solid Waste page has only a rate sheet. Chapter 46 of the city code covers collection, the landfill, batteries, tires and covered loads, but not paint. We found no city statement that dried paint is OK in the trash or that liquid paint is banned. Ask Public Works at 701-456-7979 before you haul any.

Start at the Baler scale

The Baler Building at 3389 Energy Drive is the city’s transfer station and its scale. It’s open weekdays 7 a.m.–5 p.m. (no commercial loads after 4 p.m.) and the 1st and 3rd Saturdays 8 a.m.–4 p.m. for residents only. Landfill traffic must reach the Baler scale by 3:30 p.m. on weekdays; the landfill is closed weekends.

Wind closes the landfill to loose loads

The city has posted same-day notices, such as October 15, 2024, when the landfill took no loose materials because of wind. Cover and secure your load; city code requires vehicles that won’t let waste spill, leak or blow off.

Bismarck takes non-residents’ paint, for a fee

North Dakota DEQ’s list of community collections doesn’t include Dickinson. Bismarck’s center at its landfill takes household hazardous waste from non-residents: latex $1.83 a pound and oil-based paint or stain $2.43 a pound (2026). Bring ID, keep containers at 5 gallons or less, and stop at the scale house first.

Free paint in Bismarck’s Re-Use Room

If you’re already making the trip, Bismarck’s Re-Use Room at the same site gives away paint, stain and cleaners in good condition to anyone with a valid ID.

Free pickup programs and other options

North Dakota has no PaintCare program, and PaintCare’s locator data lists no site in Stark County. North Dakota DEQ says household waste is exempt from the state hazardous waste rules, that leftover products can be shared with neighbors or donated to a business, charity or government agency, and that you should take household hazardous waste to a local collection program if one exists. Its Hazardous Waste Program answers questions at 701-328-5166. Dickinson’s recycling program has a coordinator at 701-456-7873, but the city’s recycling page doesn’t list paint.

The city gives no paint prep rules, so ask Public Works before drying or hauling. If you’re taking paint to Bismarck, the city there says to keep it in the original container with the lid closed, keep containers upright, line a box with a plastic trash bag and carry them in it, and bring no container over 5 gallons. North Dakota DEQ says to follow any disposal directions on the label and never mix products.

Sources and how we checked12

October 17, 2026: read the City of Dickinson Hours of Operation, Public Works, Solid Waste, Recycling and Documents & Forms pages, the 2025 commercial rate sheet, solid waste news items (2023–2024) and Chapter 46 of the city code on Municode (dickinsongov.com blocks scripted downloads, so it was read in a browser); ND DEQ’s transfer station list, household hazardous waste page and HHW sheet; Bismarck’s Recycling page and 2026 HHW flyer; and PaintCare’s locator data (no Stark County listing). No calls were made. Unresolved: the city doesn’t say whether paint (liquid, dried or oil-based) is accepted in carts, at the Baler Building or at the landfill. Self-haul tipping fees aren’t posted. The landfill’s street address isn’t on a city page; the code gives only its legal description. The city’s recycling page still lists 2024 holiday dates. We found no Habitat ReStore or paint reuse shelf in Dickinson.
