THE LOCAL ANSWERIf you can't donate leftover latex, harden it with sawdust or cat litter, or use it up on cardboard, then trash it, as WVDEP advises. Before you set it out, call your hauler; Whitecap Waste (304-252-6051) lists wet paint among items it won't take. Oil-based paint has no regular Raleigh County drop-off, so call the Solid Waste Authority at 304-255-9335 for options.
This guide is for Beckley, West Virginia, in Raleigh County. West Virginia has no PaintCare program, and we found no year-round paint drop-off in Raleigh County. The Raleigh County Solid Waste Authority runs the landfill and recycling center on Fernandez Drive, but none of its pages we reviewed mention paint. The most recent paint collection we found was the Beckley Area Foundation's free event on September 28, 2024. For latex you can't donate, the state says to harden it and throw it away.
No paint option is listed at the Fernandez Drive landfill
The Raleigh County Solid Waste Authority runs the landfill, the E. Paul Barley Regional Recycling Center and a reuse store at 200 Fernandez Drive. Its rates, Free Day and recycling pages don't mention paint, and a search of its site for "paint" finds nothing. The landfill charges $47.03 a ton, with a $12 minimum for trucks with 500 pounds or less. On Free Day, the last working Thursday of each month, a Raleigh County household can bring one pickup load of residential waste up to 516 pounds. Call 304-255-9335 before bringing paint.
The last paint collection was in 2024
The Beckley Area Foundation held a free household hazardous waste collection on Saturday, September 28, 2024, 8 a.m. to 2 p.m., at the Beckley-Raleigh County Convention Center. It was for Raleigh County residents. Ahead of the event, the foundation's Sam Babcock told WOAY it would take paint, fertilizers and old gasoline, with Clean Harbors and the Solid Waste Authority among the groups taking materials. WVNS reported that tires and electronics would not be accepted. The foundation's earlier event was at the Raleigh County Armory on October 3, 2020. We found no 2025 or 2026 date, and the 2024 flier link no longer works.
Whitecap Waste won't take wet paint
Whitecap Waste, based at 102 Hunt Avenue in Beckley, lists ashes, flammable products, oil, wet paint, hazardous materials and batteries among items it can't accept. It says to call the office for instructions. Trash must be bagged, at the curb by 5 a.m., within 3 feet of the curb, normally up to six 13- to 30-gallon bags of 35 pounds or less. Its free bulky pickup (two items a month) doesn't cover remodeling waste.
City cleanups won't take paint thinner
Beckley Public Works runs biweekly curbside recycling, a yearly spring household item cleanup and a fall leaf and small limb cleanup. The 2026 spring cleanup was set to begin March 30. WVNS reported that Public Works would not pick up hazardous waste, liquids, paint thinners, pesticides or petroleum products with it. Recycling goes out in clear bags by 7 a.m., with cans rinsed. Call 304-256-1740 or 304-256-1813 for your ward.
Usable latex can go to the Charleston ReStore
Raleigh County has no paint reuse program we could find. The Last Chance Mercantile at the landfill doesn't list paint among donations it takes. The Habitat for Humanity of Kanawha & Putnam ReStore at 301 Piedmont Road in Charleston takes liquid latex in its original marked container and remixes it for resale. It won't take oil-based paint, stain or thinners.
