In Rolla, Missouri (Phelps County), oil-based paint goes to the city's Recycling Center at 2141 Old St. James Road by appointment only. The city's printed brochure gives Wednesday mornings and says the program closes from November through February; the web page just says to call for collection dates. It's free for residents of Phelps County and six nearby counties. Rolla does not take latex paint; dry it and put it in the trash.
Wednesday mornings, March through October
The city's brochure and Recycling Center handout (both from 2018) say hazardous waste is taken by appointment only, Wednesdays 7-11 a.m., and the program is closed November through February. The current web page only says 'specific collection times during the year.' Call 573-364-6693 to confirm the dates and book. If the program has closed for the winter, keep oil-based paint stored safely until it reopens.
The 24-hour bins are not for paint
The Recycling Center's bins are open around the clock for paper, cans, glass and plastic. Paint and chemicals are taken only at your booked time. Empty aerosol cans can go in the tin and steel can bin.
15 gallons of liquid per visit
Each household can bring up to 15 gallons of liquids a visit. Empty containers are not taken. Put any leaking can inside a larger container, such as a 5-gallon bucket.
Seven counties can use it
The program is open to Rolla and Phelps County residents and to the rest of the Ozark Rivers Solid Waste Management District: Crawford, Dent, Gasconade, Maries, Pulaski and Washington counties. So St. James, Cuba, Salem and Waynesville-area households can book too, as long as they live in those counties. Business waste is not allowed.
St. Robert is the other option
The St. Robert Transfer Station, 119 J.H. Williamson Jr. Drive, takes household hazardous waste free from the same seven counties on Tuesday mornings by appointment. Call 573-336-5155 at least 3 business days ahead, and keep it to 10 gallons per visit. Contractors can't use it. Neither the city nor PaintCare says whether St. Robert takes latex, so ask.
