HHWSTL South Household Hazardous Waste Facility (Lemay)

Accepts
Oil-based paint, craft and hobby paint, stain, varnish, aerosol cans (empty or full), solvents and strippers. Latex, acrylic and water-based paint is taken only while still liquid, for recycling at a separate fee.
Who can use it
Households in St. Louis City, St. Louis County and Jefferson County, age 18 or older. No businesses, contractors, places of worship, schools, nonprofits or farms.
Hours
Reservation only. Thursday and Friday 8:30 a.m.–12 p.m. and 1–5:30 p.m. (arrive by 5:20). Plus listed Saturdays, 8–10 a.m. and 10:30 a.m.–1 p.m.; the rest of 2026: Oct. 10, Oct. 24, Nov. 7, Nov. 21, Dec. 5 and Dec. 19.
Load limits
One drop-off per household per day, 500 pounds maximum per visit. Over 100 pounds, HHWSTL asks you to call or use another option. No dried-up latex cans.
Fees
Hazardous waste (including oil-based paint): St. Louis County residents get the first 50 pounds free, then pay $1.70 a pound. HHWSTL’s FAQ says the free 50 pounds for St. Louis City and Jefferson County residents came from grant money that has run out, so they now pay full price, charged for every pound. Latex paint: $0.50 a pound from the first pound, for everyone. Credit or debit card only, paid at your car window.

Book a morning or afternoon window at hhwstl.com; no same-day reservations. Bring a driver’s license or utility bill. HHWSTL lists phone numbers by where you live, not by site. The site sits on MSD’s Lemay treatment plant grounds: from I-55 take exit 202A or 202B to Broadway, then Hoffmeister. Waste left outside the gate is illegal dumping.

HHWSTL North Household Hazardous Waste Facility (Florissant)

Hard to find: take West Florissant Ave. north from I-270, turn right on Seven Hills Dr., go down the driveway behind the strip mall, keep left at the fork (the right side is County Transportation), and follow the cones to the white awning. Map pins stop at the top of the driveway.

Earthbound Recycling

Interior and exterior paint, plus household chemicals “you can buy at a hardware store.” The site does not list latex and oil-based separately.
Who can use it
Earthbound’s own pages don’t say who can use it. PaintCare’s locator lists it for households and businesses in Missouri. HHWSTL points schools, nonprofits and places of worship here, and suggests it for households with more than 100 pounds. Call before bringing business paint.

Monday–Saturday, 9 a.m.–5 p.m. No appointment needed.

Paint and chemicals must be in the original container with the label on. PaintCare’s listing adds: no industrial materials.

30 cents a pound, can and all.

THE LOCAL ANSWER

Book a drop-off at hhwstl.com for the South site (291 E. Hoffmeister, Thursday–Friday) or North site (Florissant, Wednesday). Oil-based paint counts as hazardous waste: St. Louis County residents get the first 50 pounds free, then pay $1.70 a pound, while St. Louis City and Jefferson County residents are charged for every pound right now. Latex costs $0.50 a pound there for everyone, so drying it and putting it in the trash is usually cheaper.

St. Louis City and St. Louis County share one hazardous waste program, HHWSTL, with two drive-through sites: South near the Lemay treatment plant and North in Florissant. You must book online. Oil-based paint counts as hazardous waste. Latex paint costs 50 cents a pound to recycle for everyone, so drying it and throwing it out is usually cheaper. Jefferson County residents can use the same sites.

Book first; walk-ups aren’t the plan

Reserve a morning or afternoon window at hhwstl.com. You can’t book the same day. The South site (291 E. Hoffmeister) is open Thursday and Friday; the North site (4100 Seven Hills Dr., Florissant) is open Wednesday. Each also opens on listed Saturdays.

City and Jefferson County residents pay from the first pound

St. Louis County residents get the first 50 pounds of hazardous waste free, paid for by a county landfill fee. HHWSTL’s FAQ says the free 50 pounds for St. Louis City and Jefferson County residents came from a grant that has run out for now, so they pay full price. The booking page calls this “full pay mode”: you’re charged for every pound. HHWSTL says the grant will come back in the future, so check the price shown when you book.

Latex: dry it unless you want to pay

HHWSTL says latex isn’t hazardous and charges $0.50 a pound to recycle it. A full gallon can weighs up to about 10 pounds. If you bring it, it must still be liquid; they can’t use dried cans. Otherwise harden it and put it in the trash, and check with your hauler about any extra rules.

Big loads go to Eureka

Each visit is capped at 500 pounds. For more than 100 pounds, HHWSTL sends people to Earthbound Recycling, 25 Truitt Dr. in Eureka. It takes paint Monday–Saturday, 9–5, for 30 cents a pound, no appointment.

South: Oct. 10, Oct. 24, Nov. 7, Nov. 21, Dec. 5 and Dec. 19. North: Oct. 17, Oct. 31, Nov. 14 and Dec. 12. Saturday gates close for lunch 10–10:30 a.m. and for the day at 1 p.m.

Free pickup programs and other options

There’s no free store take-back in Missouri. Usable paint can go to a neighbor, school or theater group. Habitat for Humanity Saint Louis’s ReStore guidelines don’t mention paint and say no toxic or hazardous chemicals, so call 314-678-4576 before taking sealed cans to a ReStore. Schools, churches and nonprofits can try Earthbound Recycling.

Pack paint in boxes, not big plastic bags, and keep each product in its own labeled can. Keep cans upright in the trunk with two windows cracked. Bring a driver’s license or utility bill and a credit or debit card; no cash or checks.

Does it cost money to drop off paint in St. Louis?

Can I just show up?

No. Book online at hhwstl.com. Same-day reservations aren’t offered, and busy days fill up.

Can I put latex paint in my St. Louis trash?

Yes, once it’s completely hard. HHWSTL says dried latex can go in the trash. Missouri DNR suggests kitty litter, sand, shredded newspaper or paint hardener to speed it up.

I’m a contractor. Can I use HHWSTL?

No. Businesses and contractors are barred. HHWSTL lists commercial haulers, and Earthbound Recycling in Eureka takes paint by the pound.

PaintCare’s locator lists both HHWSTL sites as non-program sites. Fees: HHWSTL’s FAQ 17 says St. Louis County’s free 50 pounds is paid by county landfill surcharge and state fees, while St. Louis City and Jefferson County rely on grant funds; FAQ 8 says that grant subsidy “has run out and will resume again in the future.” The booking page’s “full pay mode” note matches this. HHWSTL lists phone numbers by county of residence, not by site; the City’s own page gives different County and Jefferson County numbers (314-615-8989, 636-797-5036), so we used HHWSTL’s. PaintCare’s listing mentions walk-ins at the North site, but HHWSTL’s own pages say to book. The City page mentions a “$14/month/unit fee” without saying clearly whether it covers HHW, so we left it out. Not found: whether Habitat ReStore takes sealed paint, and the city’s own rule for dried latex at the curb.
