Go to the Environmental Center, not the old Bay West site. Hazardous waste has its own lane there. Check the hours (Tuesday–Friday 11 am–6 pm, Saturday 9 am–4 pm) if you’re running other errands or hauling a heavy box.
The center takes hazardous waste, electronics, small appliances and other recycling in one stop. Keep each type separate and reachable. Don’t leave paint in the outdoor recycling area; use the hazardous waste lane. Call ahead about odd products or big loads.
Free household service covers Ramsey, Anoka, Carver, Dakota, Hennepin, Scott and Washington residents. Say where the waste came from and bring ID. A friend’s car doesn’t turn business paint into household waste.
Use Ramsey’s very small business (VSQG) program, not the household lane. It’s for Ramsey County businesses with a VSQG license (up to 220 pounds of hazardous waste a month) or a one-time license. September 1, 2026 prices: latex and oil paint free; paint-related items $1.79 a pound; latex driveway sealer $5.62 a gallon; $55 minimum labor. Billed by email after drop-off.
Take household paint to Ramsey County’s Environmental Center, 1700 Kent Street, Roseville, via the hazardous waste drive-through. It’s free, open year-round Tuesday–Saturday, and replaces Bay West. Ramsey businesses come by appointment through the county business program: latex and oil paint free, other products billed.
Saint Paul’s county drop-off moved to the Environmental Center in Roseville, not the old Bay West site on Empire Drive. The building also has a free Reuse Room for leftover paint and a by-appointment small business program.
The Environmental Center replaces Bay West and the mobile sites. The city’s 2020 page still mentions seasonal events and says no electronics; the county center now takes electronics. Go by the county page.
Follow signs for Route 2, the hazardous waste and electronics drive-through, and stay in your car while staff unload. Route 3 is self-serve recycling, scrap metal and food scraps. Bring a driver’s license or other proof of address.
Usable dropped-off paint goes to a free Reuse Room. Adults 18+ can take 10 items a visit, once a week, with at most one 5-gallon bucket and five 1-gallon cans. No opening or testing on site; you sign a release at the desk.
Metro Transit route 65 stops at Dale Street and Larpenteur Avenue; the center is just east. Larpenteur has a north-side sidewalk and a bike lane. Walking or biking? Call 651-266-0200 so staff meet you outside.
The center is open year-round, so there’s no deadline. Keep paint and cleaners in a basement, not a garage where they can freeze. Spring and fall are busiest, with short waits at opening.

Keep products sealed and upright in original containers, one layer deep in a box, bag or tote in the trunk. Never mix paint with solvents or other chemicals. Empty containers go in the trash, except propane tanks.
