City of Jackson oil-based paint and stain drop-off (Health and Sanitation, by appointment)

112 Union Street, Jackson, TN (behind the Farmers’ Market)

Accepts
Oil-based paints and stains. Madison County’s paint sheet sends latex paint to the trash once it is dried, not here.
Who can use it
Madison County’s solid waste pages point county residents here. They don’t say whether people from outside the county can book, so ask when you call.
Hours
By appointment only. Call the City of Jackson Health and Sanitation Department at 731-425-8545 to set one up. No open drop-off hours are published.
Load limits
No can or gallon limit is published.
Fees
Not published in reviewed sources; ask when you book.

The 112 Union Street address comes from Madison County’s Solid Waste (Garbage) page. The county’s other convenience-center page and its paint sheet give only the phone number. Don’t bring oil-based paint to the county convenience centers.

Household Hazardous Waste Collection Day (City of Jackson Public Services Complex)

164 South Conalco Drive, Jackson, TN

Accepts
Household hazardous waste such as cleaners, pesticides, paint thinner, aerosols, adhesives, pool chemicals, mercury items and fluorescent lamps. Paint is the open question: TDEC says paint is no longer accepted at its mobile collections, and its page for the Oct. 25, 2025 Jackson event listed paint as not accepted, while the city’s notice for that same event listed oil-based paint collection. Both say no latex paint.
Who can use it
TDEC says county residency isn’t required and the event is open to all Tennesseans. The city’s 2025 notice said it was open to all surrounding counties.
Hours
One-day events. TDEC’s 2026 schedule lists Madison County’s collection set for Saturday, Oct. 24, 2026, 9 a.m.–1 p.m. Earlier events at this site were held Oct. 23, 2021 and Oct. 25, 2025, each 9 a.m.–1 p.m. TDEC says its mobile collections run only in spring and fall.
Load limits
No ammunition, explosives, alkaline batteries, electronics (TDEC list), medical waste, radioactive material or empty containers.
Fees
Free for households, no appointment. TDEC’s page for the Oct. 25, 2025 event said waste from businesses, schools, farms and churches could be taken for a fee by appointment (call 615-643-3170 for a quote). TDEC’s program page says no commercial, institutional or agri-business waste is accepted and lists no home improvement or painting contractors.

The city’s notices give the address as 164 Conalco Drive, off North Parkway between North Royal Street and Dr. F.E. Wright Drive. Because the paint rule differs between TDEC and the city, call 731-425-8217 before you count on bringing oil-based paint.

Madison County Solid Waste Convenience Centers (Pipkin Road and nine other sites)

21 Overpass View (corner of Pipkin Rd & Overpass View), Jackson, TN

Accepts
Household waste; metal at all sites; cardboard and old tires at listed sites. Oil-based paints and stains are not taken at the centers. They go to the City of Jackson by appointment (731-425-8545). The county’s paint sheet says fully dried latex can go in the regular trash; it doesn’t name the centers specifically.
Who can use it
Madison County residents only. If you’ve just moved to the county, call the Environmental Office at 731-423-3020, ext. 2002.
Hours
Monday–Saturday 7 a.m.–6 p.m. and Sunday 1–6 p.m. The Mercer (1411 Highway 138) and Mount Pinson Road (1106 Mount Pinson Road) sites are closed Monday, Wednesday and Friday. All centers close at 5 p.m. in November, December and January, and close on New Year’s Day, Martin Luther King Jr. Day, Memorial Day, Independence Day, Labor Day, Thanksgiving and Christmas.
Load limits
Household waste only: no commercial waste, business loads or large trailers. Commercial waste and large trailer loads go to the landfill.
Fees
No fee is published for residents.

Other sites: 1932 Highway 70 East, 360 Smith Lane, 130 H.O. Forgy Drive, 3242 Highway 45 South, 95 Passmore Lane, 199 Oakfield Road, and 31 Bowman-Collins Road in Medon. Passmore Lane’s number is listed as 731-688-8990 in the hours list on both county pages, but as 731-668-8990 in the second list on the Solid Waste (Garbage) page.

Paint from a painting contractor or a church job

The city won’t collect contractor waste, and the county centers refuse business loads. TDEC’s program page says its collections take no commercial waste and no home improvement or painting contractors. Its 2025 event page did say businesses, schools, farms and churches could bring waste for a fee by appointment; call 615-643-3170 to ask whether that applies to you. Otherwise use a permitted hazardous waste transporter, as TDEC advises businesses.

Jackson rules and tips5
THE LOCAL ANSWER

In Jackson, Tennessee, call the City of Jackson Health and Sanitation Department at 731-425-8545 to book an appointment to drop off oil-based paint and stain at 112 Union Street. Dry latex paint completely and put it in the regular trash; Tennessee bans wet latex from landfills. The Madison County convenience centers don’t take oil-based paint.

This guide is for Jackson, Tennessee, in Madison County, not Jackson, Mississippi or Jackson, Wyoming. Oil-based paint and stain go to the City of Jackson by appointment year-round at 112 Union Street, behind the Farmers’ Market. Latex is not hazardous in Tennessee: dry it and throw it away. A household hazardous waste day at the Conalco Drive public services complex (TDEC’s 2026 schedule lists one, in October) handles other chemicals. Tennessee has no PaintCare program.

Oil-based paint has a year-round option here

Madison County’s solid waste pages say oil-based paints and stains are accepted by appointment only through the City of Jackson Health and Sanitation Department, at 112 Union Street, behind the Farmers’ Market. Call 731-425-8545. TDEC lists permanent household hazardous waste sites only for residents of Knox, Hamilton, Davidson, Putnam and Shelby counties. It also mentions seven temporary containers across the state for year-round use by any Tennessean, but its link to that list returned an error page when we checked, so we couldn’t see where they are or whether they take paint.

The October collection day may not take paint

TDEC’s 2026 schedule lists Madison County’s household hazardous waste day set for Oct. 24, 2026, 9 a.m.–1 p.m., at 164 South Conalco Drive. TDEC says paint is no longer accepted at its mobile collections. TDEC’s page for the Oct. 25, 2025 event here listed paint as not accepted, but the city’s notice for that same event listed oil-based paint collection. Don’t hold oil-based paint for the event; book the Union Street appointment, or ask 731-425-8217.

Latex: the county shows three ways to dry it

Madison County’s paint sheet says to air-dry an inch or less of latex with the lid off, stir in kitty litter (adding more after an hour if needed), or, for full cans, pour layers of paint and litter into a cardboard box lined with a trash bag. Then tie the bag and put it in the regular trash. TDEC says wet latex is illegal in Tennessee landfills.

Keep paint out of bulk piles and hand piles

The city’s rolling-cart notice says not to put paint or other chemicals in a bulk waste pile, and the Health and Sanitation FAQ says no liquids, flammable or hazardous waste will be picked up. Bulk pickup (12 a year, each pile no larger than 5 feet high, 8 feet long and 5 feet wide) is for furniture and yard waste, not paint.

Convenience centers are for Madison County households

The ten county convenience centers take household waste from Madison County residents only, with no business loads or large trailers. Next door, PaintCare’s non-program listing for Chester County’s sites in Henderson says you need a Chester County license plate, so crossing the county line won’t help either.

Free pickup programs and other options

Tennessee has no PaintCare program, so there are no PaintCare store drop-offs. The county’s paint sheet suggests buying only what you need (a gallon covers about 250–350 square feet) and passing usable paint to civic groups or neighbors. The city’s business resource list names Dumpster Depot LLC, 713 U.S. Highway 45 South in Henderson (731-608-4692), under household hazardous waste; it’s a private company, so ask about paint and prices. TDEC’s 2025 event page said businesses, schools, farms and churches could use the collection day for a fee by appointment (615-643-3170), but its program page says no commercial waste and no painting contractors, so ask first.

Find out what you have: latex cleans up with water, oil-based (alkyd) paint needs solvent. Dry latex before it goes in the cart, and bag the dried paint. Keep oil-based paint and stain in the original, labeled can with the lid tight, and pack cans in a sturdy box lined with newspaper or plastic for the drive. City carts go to the curb by 7 a.m. on pickup days; the city collects only bagged garbage inside the cart.

Jackson questions5
Where do I take oil-based paint in Jackson, Tennessee?

Call the City of Jackson Health and Sanitation Department at 731-425-8545 to book an appointment at 112 Union Street, behind the Farmers’ Market. This is Jackson, TN (Madison County); the site has separate guides for Jackson, Mississippi and Jackson, Wyoming.

Can I throw latex paint away in Jackson?

Yes, once it’s completely dry. The city has said latex can be dried until solid and thrown in the regular garbage, and Madison County’s paint sheet says never put liquid paint in the trash.

When is the next household hazardous waste day?

TDEC’s 2026 schedule lists it set for Saturday, Oct. 24, 2026, 9 a.m.–1 p.m., at 164 South Conalco Drive. TDEC says paint is no longer taken at its mobile collections, while the city’s 2025 notice listed oil-based paint, so call 731-425-8217. For oil-based paint, the Union Street appointment works year-round.

Can I leave old paint cans with my bulk pickup?

No. The city says not to put paint or other chemicals in a bulk waste pile, and crews won’t pick up liquids or hazardous waste.

Do I have to live in Madison County?

For the convenience centers, yes. For the collection day, TDEC says any Tennessean can come. The county pages don’t say whether non-residents can book the oil-based paint appointment; ask at 731-425-8545.

Sources and how we checked14

October 17, 2026: read Madison County’s two solid waste pages and its paint sheet, TDEC’s 2026 HHW schedule, HHW program page, BOPAE page and Oct. 25, 2025 Madison County event page, the City of Jackson’s 2025 and 2021 collection-day notices, Health & Sanitation FAQs, rolling-cart notice, bulk waste page and business resource list, and the PaintCare locator data (no Jackson listing; Chester County record 14381 labeled as a non-program listing). Unresolved: whether oil-based paint will be taken at the Oct. 24, 2026 event (TDEC and the city’s 2025 notice disagree); fees, limits and residency rules for the Union Street appointments; which Passmore Lane phone number is right; where TDEC’s seven temporary containers are (its link returned an error page) and whether they take paint; whether TDEC still takes business waste by appointment at events. Peer review removed an unsourced reference to a 2023 city notice. No phone calls were made.

Checked October 17, 2026 against these sources, not by phone. How we research.
