Everything you need to get rid of leftover paint responsibly in Pierre.

2800 E. Park St., Pierre, SD 57501
Loads of garbage, rubble or trees that aren’t covered or secured can be fined up to $20. The paint swap is described only in 2023 and 2024 city documents, and no current city page says it is still running; call 605-773-7434 to ask whether it still exists and what it will take before you haul paint over. The Solid Waste Facility page’s recyclables section gives the bin address as 2400 East Park Street, but the city’s other pages say 2800 E. Park St.
Call the Solid Waste Facility (605-773-7434) and ask whether the paint swap described in its 2023 and 2024 documents is still running. If it is, it’s free and someone else may use the paint. If not, offer it to a neighbor.
The state Homewise guide says solidified latex can go in the trash with the lid back on. In Pierre that means a city garbage bag on your pickup day, or bring the bag to the facility. The city itself doesn’t post a paint rule.
No Pierre page says where this goes, and we found no collection event. Keep it sealed and call the Solid Waste Facility. DANR says household chemical waste should go to a household hazardous waste collection or the nearest municipal landfill.
The regional landfill is only for customers with a charge account set up with the Solid Waste Facility, and other loads cross the facility’s scale. Ask the facility (605-773-7434) before including any paint.
In Pierre, South Dakota, call the Solid Waste Facility at 605-773-7434 before you bring any paint to 2800 E. Park St. (Monday–Friday 8 a.m.–5 p.m., Saturday 9 a.m.–1 p.m.). City documents from 2023 and 2024 describe a free paint swap there for usable paint, but no current city page confirms it, so ask whether it is still running. The city doesn’t publish a rule for leftover latex or oil-based paint, and we found no hazardous waste collection for Pierre.
Pierre, South Dakota’s capital in Hughes County, handles trash through the city’s Solid Waste Facility at 2800 E. Park St., which bales garbage and hauls it to the regional landfill east of town. Fort Pierre’s ordinance also sends its waste to the Pierre landfill. City documents from 2023 and 2024 describe a free paint swap at the facility for usable paint; no current city page says whether it still runs, and none says what to do with paint that can’t be reused. South Dakota has no PaintCare program.
The city’s August 2023 recycling presentation has a “Paint Swap” slide: usable paint, drop off or pick up, during business hours, no fee. A June 2023 city notice said the paint swap stayed open during scale construction, and the department’s May 2024 overview lists paint under reuse. The 2023 slides are still linked from the Solid Waste page, but no current city page describes the swap. Treat it as something to ask about, not a sure thing: call 605-773-7434 first.
The city’s solid waste pages list what the facility takes, but they don’t mention liquid paint, dried paint or oil-based paint. The state’s Homewise guide says to let unused latex harden with the lid off in a ventilated place, then put it in the trash. It doesn’t give trash advice for oil-based paint. Ask the facility at 605-773-7434.
Pierre garbage pickup uses city bags: $60 for 25 or $27 for 10 (33-gallon). Pickup is Tuesday or Thursday, depending on your area. If you miss your day, you can bring the bag to the Solid Waste Facility at no extra charge. Bags are sold at City Hall and the facility.
Everything except yard waste, trees and recyclables has to cross the scale at 2800 E. Park St. The regional landfill itself is only for charge-account customers. Unsecured garbage, rubble or tree loads can be fined up to $20. Residential utility customers can get a free access card for the 24-hour recycling and yard waste bins.
The facility is open 8 a.m.–12 p.m. on Veterans Day (Nov. 11), closed Thanksgiving (Nov. 26), open 8 a.m.–3 p.m. on Nov. 27, and closed Dec. 25, Dec. 26 and Jan. 1, 2027. Christmas Eve hours are still listed as “TBD.”
South Dakota has no PaintCare program, and PaintCare’s locator data lists no site in Hughes or Stanley County. A state directory lists the Pierre Solid Waste Department as serving Hand, Hughes, Hyde, Stanley and Sully counties, and Fort Pierre’s sanitation ordinance names the Pierre Municipal Landfill as the place to dispose of garbage. DANR’s storm-debris guidance says household chemical waste should go to a household hazardous waste collection or the nearest municipal landfill. We found no household hazardous waste collection day for Pierre, Fort Pierre or Hughes County in the sources reviewed.

For the paint swap, bring paint that is still usable, in its labeled can with the lid on. For latex you can’t give away, the state Homewise guide says to remove the lid and let it solidify with good ventilation, then replace the lid and put it in the trash; for larger amounts it says to pour it into a tray and dry it in layers. Keep oil-based paint sealed until the facility tells you what to do with it. Cover and secure any load you haul.
Full preparation checklist →Call the Pierre Solid Waste Facility at 605-773-7434 first. City documents from 2023 and 2024 describe a free paint swap there for usable paint, but no current page confirms it. The city doesn’t post a rule for paint you can’t reuse.
We didn’t find one for Pierre, Fort Pierre or Hughes County in the city, county or state sources we checked.
Maybe. City documents from 2023 and 2024 describe a paint swap where you could drop off or pick up usable paint during business hours at no charge. No current city page says it is still running, so call 605-773-7434 first.
The Solid Waste Facility, where the public drops off, is open Monday–Friday 8 a.m.–5 p.m. and Saturday 9 a.m.–1 p.m. The regional landfill is for charge-account customers.
Fort Pierre’s sanitation ordinance names the Pierre Municipal Landfill as the place to dispose of waste, and a state directory lists Stanley County in the Pierre department’s service area. Call 605-773-7434 about fees for your load.
October 17, 2026: read the City of Pierre Solid Waste, Solid Waste Facility, Landfill, Garbage Collection, Recycling and Recycling & Yard Waste Drop Off Site pages; the 2026 holiday schedule, collection information and non-recyclable items PDFs; the August 2023 recycling presentation (viewed as images; it has the Paint Swap slide); the May 2024 department overview; a June 2023 news flash; SD DANR’s Pierre Landfill page, Homewise guide and storm-debris sheet; Dakota at Home’s listing; Fort Pierre’s sanitation ordinance; and PaintCare’s locator data (no Hughes or Stanley County listing). No calls were made. Unresolved: the paint swap’s current status and what it accepts (opened cans, oil-based) aren’t on the current web pages. The city publishes no rule for liquid, dried or oil-based paint. The landfill fee schedule and 2026 fee schedule links returned “not found.” The city says seven counties use the landfill; the state directory lists five. The Solid Waste Facility page’s recyclables section says 2400 East Park Street; other pages say 2800 E. Park St. The 2023 presentation is still linked from the Solid Waste page as “Recycling in the Pierre Area Presentation.”
