THE LOCAL ANSWERDry out latex paint with kitty litter or sand, or leave the lid off, then put the hardened can in your trash; Kirksville's drop-off doesn't take latex. Keep oil-based paint sealed for the city's appointment-only drop-off, held on the third Saturday of May and September for city residents. Both 2026 sessions have passed, so call Public Works at 660-627-1291 when the city announces the next booking week.
This guide is for Kirksville, Missouri, in Adair County. The city holds a household hazardous waste drop-off for Kirksville residents at the Public Works Complex, 2001 N. Osteopathy St., on the third Saturday of May and September, by appointment only. It takes oil-based paint but not latex. The city says latex can go in your trash once it's dried hard. Missouri has no PaintCare program.
Two appointment-only Saturdays a year
The drop-off runs 9 a.m.-noon on the third Saturday of May and September. You must call Public Works at 660-627-1291 during a week the city announces ahead of time, and say what you're bringing and how much. Appointments are limited, and no one is taken without one. Under that schedule, both 2026 sessions have passed.
Latex goes in the trash once it's hard
The city doesn't take latex at the drop-off. Its 2025 notice says you can put latex in your trash once it's dry and solid, using kitty litter or sand, or by leaving the lid off. Missouri DNR also says hardened latex can go in household trash if you can't get it to a collection site. Don't set paint out as your weekly large curbside item; the city excludes liquids such as paint.
Up to 10 gallons of oil-based paint per appointment
The city's 2025 notice set a limit of 10 gallons of paint per appointment. Containers must be original, labeled and 5 gallons or smaller. The city's 311 page says it prefers that you bring a list of your items.
City residents only
The city's program page says the drop-off is open to the residents of Kirksville, and its brochure says city residents only and that the city's general fund pays for it. Missouri DNR's map also lists the area served as the City of Kirksville. We found no Adair County program for people outside city limits.
The Perry regional center doesn't cover Adair County
The Mark Twain council's center in Perry serves Macon, Marion, Monroe, Pike, Ralls, Randolph and Shelby counties. Adair County isn't on that list. Adair County is part of the Northeast Missouri Solid Waste Management District with Clark, Knox, Lewis, Schuyler and Scotland counties, and the district's page posts no collection schedule.
