The Commission's business price list does include latex, so if you can't dry a large amount, call 563-386-9575 and ask before you drive over.
The Commission says it sorts and prepares about 25 percent of what residents and businesses bring in. Its reuse area has household products and paints free for residents. Each household can take up to 15 items per calendar month. Stock changes daily.
The Waste Wizard has separate entries for Davenport, Bettendorf, Blue Grass, Buffalo, Dixon, Donahue, Eldridge, LeClaire, Long Grove, Maysville, McCausland, New Liberty, Panorama Park, Park View, Princeton, Riverdale and Walcott, and the free drop-off is open to all Scott County residents. The Waste Wizard the city links to says there is no curbside collection for full or partly full paint cans, and Davenport's bulky waste page says the Waste Commission may accept items the city won't take. The city does not collect business waste at all. Its illegal dumping page warns of fines from hundreds to several thousand dollars. Solid waste questions: Davenport Public Works, 563-326-7923.
Davenport has no second hazardous waste site; Carey Ave. is the place for oil-based paint. For latex, Iowa DNR says you can dry it with cat litter, sawdust or a commercial paint hardener and put it in the garbage with the lid off. Before you throw out usable paint, ask neighbors or community groups, or check the free reuse shelves at Carey Ave. Rock Island County residents can also use PaintCare's Illinois stores; the page lists them below. Apartments and businesses without city garbage collection are pointed to the Scott Area Landfill for ordinary trash; paint still goes to Carey Ave.

Check the label: "soap and water" cleanup means latex; "mineral spirits" means oil-based. Keep oil-based products in their original cans, don't mix anything, and write what it is on any unlabeled container. For latex, open the can in a dry, ventilated spot away from kids and pets. Iowa DNR says cat litter or sawdust helps it dry. Wait until nothing pours before putting it in your garbage cart with the lid off.

October 17, 2026: re-checked by curl the Waste Commission of Scott County's hazardous, locations and hours, 2026 holidays and closings, and business hazardous waste pages; read its Waste Wizard entries "Paint cans (full or partially full)" and "Aerosol cans" through the ReCollect page data (Davenport set) and its list of 17 city sets. Read the City of Davenport's solid waste, garbage, bulky waste, business and construction, and illegal dumping pages; the City of Rock Island's household hazards page; Iowa DNR's collection-center list and latex fact sheet; and PaintCare's listings for 5640 Carey Ave. (record 15599, a non-program listing, since Iowa has no PaintCare program) and Illinois records 18022 and 17245, checked against PaintCare's live data on October 17. Some holiday notes on the Commission's pages are left over from earlier years (for example a "Tuesday, December 16" early closing), so only the 2026 table is used. The Commission's page doesn't name thinner or propane, so they were dropped from the accepted list. Not resolved: whether residents can bring liquid latex they can't dry, the fee for residents of other counties (Iowa DNR lists Muscatine and Louisa counties under this center), and why Iowa DNR lists a different phone number. No calls or visits.
